Your friend has two options.
Sue in small claims court the person who damaged the car.
Have the claim subroggated by the friend’s insurance. I would start with this option. Usually this falls under the uninsured motorist coverage, and usually has a $300 deductible.

The friends insurance company may be able to get the info even tho there was only liability coverage. Seems they should help their customer as a courtesy to their insured. Wouldn’t hurt to ask
The only way to find out what insurance the person carries is one…. if you have a license plate #…which you dooo… u would need to go to the police station… they are the only people that can get that.. and if they don’t have insurance your out of luck..
